Ministry of Higher Education Malaysia (MOHE / Kementerian Pengajian Tinggi Malaysia) operating jointly with the Malaysian Qualifications Agency (MQA / Agensi Kelayakan Malaysia, established 2007 by Act 679 of 2007 by merger of LAN — Lembaga Akreditasi Negara — and the Quality Assurance Division of MOHE). The Department of Higher Education (JPT / Jabatan Pendidikan Tinggi) handles operational HE management. Malaysia's top 5 public universities have been formally designated as "Research Universities" (Universiti Penyelidikan / RU) since 2006-2010 with enhanced research funding and autonomy: UM, USM, UKM, UPM, and UTM. Beyond RUs, Malaysian HE includes ~20 other public universities, several foreign branch campuses (Monash, Nottingham, Swinburne, Heriot-Watt, Reading, Newcastle, Xiamen), and a large private-HE sector.
