Accreditation
Iran operates a DUAL-MINISTRY higher education system, distinctive in the region. (1) MINISTRY OF SCIENCE, RESEARCH AND TECHNOLOGY (MSRT, Vezarat-e Olum) — regulates regular universities, technology universities, humanities and arts. (2) MINISTRY OF HEALTH AND MEDICAL EDUCATION (MoHME) — regulates ALL medical sciences universities (a separate parallel system since 1985 Iranian reform). Plus: Islamic Azad University (IAU) — massive semi-private network of ~400+ branches across Iran (and globally); Payame Noor University distance-learning system (~700+ branches); Applied Science University system for vocational; Farhangian University for teacher training; Al-Mustafa International University and other religious institutions under separate Howzeh seminary oversight. Iran has ~2,640 HEIs total. Quality assurance via MSRT's Iranian National Commission for UNESCO + university accreditation councils. Notable Iranian HE traditions include very high female enrollment (~50%+ at undergraduate level — often majority STEM), and strong emphasis on STEM/medical research despite international sanctions limiting collaboration.
