Higher Education Commission (HEC) of Pakistan — established 11 September 2002 by HEC Ordinance 2002 (later HEC Act 2002), succeeding the earlier University Grants Commission (UGC) that existed since 1974. HEC is an independent autonomous body that oversees recognition, accreditation, quality assurance, and funding of all degree-granting universities and HEIs in Pakistan. HEC maintains the Register of Recognised Universities and Degree Awarding Institutions (DAIs) at hec.gov.pk/english/universities/pages/recognised.aspx. Beyond HEC, several professional accreditation councils handle programme-level accreditation: PEC (Pakistan Engineering Council) for engineering, PMDC/PMC (Pakistan Medical and Dental Council) for medicine, PBC (Pakistan Bar Council) for law, NBEAC (National Business Education Accreditation Council) for business education, NCEAC (National Computing Education Accreditation Council) for computing, NACTE (National Accreditation Council for Teacher Education) for education. Pakistan operates a 4-tier HE structure: Bachelor (4 years post-Intermediate) → Master (1-2 years) → MPhil/MS → PhD.
